Bosnia-Herzegovina (B&H), EU and reforms

In 2016, B&H submitted their application to join EU, and in December 2022, the country was granted candidate status. Ever since B&H has been harmonizing its legislation according to the EU requirements. B&H consists of two entities: Federation of Bosnia and Herzegovina (FBiH) and Republika Srpska (RS), with a third region, the Brčko District (BD), being administered by both. B&H continues to implement the Stabilization and Association Agreement (SAA), which has established a close partnership between EU and B&H, deepened political, economic and trade ties and enabled progressive trade liberalization with the EU. Rule of law reforms, as well as constitutional and electoral reforms, are unfortunately slow, primarily because of the fragmented political landscape in the country, as well as the systemic shortcomings of the Dayton Agreement. Economic development and financial assistance from the EU is focused on boosting the country’s economic competitiveness and successful transition to a market economy, improving performance of public enterprises, transport networks, as well as increased compliance with EU environmental policies and digital transition.
